Aim and Scope
The purpose of the journal is to provide scientific and methodological support for librarianship in the Republic of Belarus, as well as to reveal the scientific potential of specialists in library science and interdisciplinary branches of systemic knowledge that combine aspects of library science, art history and philology. The objectives of the journal: to summarize scientific and practical achievements in the field of library science, art history and philology. The Journal publishes scientific, popular science, practical materials on the history, theory and methodology of library science, philology and art history, as well as news in the field of library science, methods and experience in conducting socio-cultural events in libraries. The Journal accepts materials from specialists in the field of library science and related fields, information technology, as well as scientists, teachers, postgraduate and master's students, representatives of state cultural authorities, specialists from public libraries and libraries of educational institutions.

Peer-Review
- All scientific articles published in the journal "Bibliyatechny svet/Bibliotechnyy mir" are subject to review. Materials of a popular science or practical nature do not require review. The purpose of reviewing is to increase the scientific significance of an article using available methods: scientific editing of the text, making specific recommendations to improve the quality of the material.
- The decision to appoint reviewers from among the members of the Editorial Board and invited experts is made by the Editor-in-Chief of the Journal / Chairman of the Editorial Board.
- A member of the Editorial Board or an expert (Doctor of Sciences or Candidate of Sciences) with the closest scientific specialization to the topic of the article is invited as a reviewer.
- The review is confidential. The Editorial Board of the journal «Bibliyatechny svet/Bibliotechnyy mir» determines the review deadlines in each individual case.
- Each article undergoes two levels of review: the initial internal review, which is carried out by the editor-in-chief of the journal, his deputy and members of the editorial board, and an independent external review.
- If the review reveals deficiencies in the article that need to be corrected, or a negative review is received, the Editorial Board sends comments or a motivated refusal to the author.
- The author has the right to disagree with the reviewer's comments by submitting written arguments in his defense.
- The author's revision is carried out within a period not exceeding 30 days from the date of sending comments to the author.
- A repeat review and control over the elimination of comments is carried out by the reviewer who carried out the initial review.
- An article rejected by the Editorial Board will not be accepted for re-consideration.
Publishing Ethics
- One author may submit for publication in the next issue of the Journal no more than one work. Co-authorship is permitted if all participants who made a significant contribution to the research and writing of the article are presented as co-authors, the final version of the work is approved by all co-authors, and they fully agree with its submission for publication.
- Only original articles that have not previously been published in other publications are subject to publication in the Journal. The following may serve as grounds for refusal to publish an article: non-compliance of the submitted material with the subject matter of the Journal; non-compliance of the submitted material with the requirements for materials; negative review of the submitted material; non-compliance by the author with current legislation on copyright and related rights.
- Responsibility for the completeness of the presentation of the composition of the author's team and their agreement on all changes made to the text of the manuscript because of its review, editing, revision lies with the author who submitted the manuscript to the editors.
- If the material is simultaneously sent to another publication, the author must inform the editors about this. The authors of the materials are responsible for the originality of the text and the accuracy of the information and facts provided. The editors reserve the right to make author's corrections before publication.
- The editorial board may reject an article without explaining the reasons for this to the authors. Rejected manuscripts are not commented on, reviewed, or returned to the authors if they were provided on paper.

Publication in "Library World" is free of charge for all the authors.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
"Library World" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
Prior to acceptance and publication in "Library World", authors may make their submissions available as preprints on personal or public websites.
As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Library World" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Revenue Sources
The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
